Environmental licenses and authorizations
Tandem HSE takes care of the process to request the environment authorizations and licenses, also known as activity license, for any type of activity taking place on the national territory:
Application for Environmental Authorizations or Licenses (Activity Licenses)
Our service includes:
- Previous studies, as well as necessary communications or meetings with the government agency involved.
- Drafting of projects for the application of the initial permit for activities subject to the regime of environmental authorization, environmental license, communication or responsible declaration.
- Drafting of the fire project that must accompany the request project.
- Drafting of the environmental impactand base soil reports for potentially polluting activities according to current legislation or required under government’s requirements.
- Drafting of environmental assessments complementary to the processing of authorizations or licenses.
- Processing of documents or sector projects that must be carried out together with the procedure, such as all documentation related to the regulations for serious accidents or the certificate of urban compatibility.
- Management of technical reports necessary for the conclusion of resolutions of authorizations or environmental licenses.
After submitting the application, we monitor the status of the process and we will ensure that all the data included in the resolution are correct, by reviewing the resolution proposal issued by the government.
Request for Substantial and Non-Substantial Modifications
Industries planning to carry out modifications to the data declared above for the development of their activity must notify the competent body.
Such changes will be notified by submitting the relevant documentation or project, where it is justified, whether the changes planned or originated recently, are considered a substantial or a non-substantial modification of the activity.
It is the responsibility of the autonomous communities to establish specific criteria for the study of substantiality.
Tandem HSE can help you to analyze such substantiality according to the criterion established by the government, evaluating them and preparing the request for substantial or non-substantial modification for your activity.
Request for Authorization or Notification of Emissions
In order to determine the atmospheric environmental intervention regime, the installations where occur potentially atmospheric contaminating activities or similar activities, listed in the catalog of potentially polluting activities of the atmosphere (Royal Decree 100/2011, from January 28), must be classified as part of group A, B, C or without any group from the current CAPCA, attending the most restrictive group of activities potentially polluting or similar activities that are developed.
It should be taken into account that, if activities of the same type are carried out, to determine the group of activities, its nominal thermal power, its associated production capacity, or its solvent consumption capacity must be added.
The installations classified as group A, B or C must request the corresponding authorization or emission notification from the government. It is the responsibility of the Autonomous Communities to establish how this procedure should be completed.
Tandem HSE does the requests for the authorization or notification of emissions of the industrial activities.
Management of the Initial or Periodic Controls of Environmental Authorizations/Licenses
TANDEM HSE offers the management and evaluation service to complete the initial or periodic controls of your activity, performed in part by an Environmental Control Entity (ECE).
Our service includes:
- Review of the documentation and requirements requested to the installation: Before performing the control by the ECE, our specialists will perform an audit, in order to prepare and analyze the documentation required for the control. In addition, we will check that the company complies with the requirements required to review during the control (e.g.: correct labeling and storage of hazardous waste, condition of the facilities).
An audit report will be written indicating the pending procedures or the points to be solved by the organization, before the control. The measures to be taken to obtain the favorable record will also be indicated.
- Coordination and planification of the control of the ECE, significantly speeding up the process.
- Control assistance to perform the corresponding advice.

Management of Atmospheric Control of the Installations
In accordance to the current atmospheric legislation, all the installations classified as ones belonging to group A, B or C, independently of the intervention regime, have to pass the atmospheric controls of the installations performed by a government collaborative entity (administrative control).
It is a documentary and requirements control applicable to air pollution activity. Air pollution control should be carried out independently of the periodic controls of environmental authorizations or licenses. It does not mean that the emission vector control is duplicated, but that the integrated periodic controls/integrated environmental inspections will be simplified.
Atmospheric control of the installations will be performed with the following periodicity:
Group A installations: every 2 years.
Group B installations: every 3 years.
Group C installations: every 5 years.
