In the base report, a risk analysis is made of the possible spills of the new activity that may affect the soil and water. This is based on the measurements of the current state to be able to determine later if the level of contamination has increased or not.<\/p>\n<p>The <strong>base soil report<\/strong> is always mandatory when there have been<a href=\"https:\/\/tandemhse.com\/en\/hse-engineering\/containment-of-contaminated-water\/\" target=\"_blank\" rel=\"noopener\">\u00a0spills or accidents that have contaminated the soil or water<\/a>. The base report will also be made when there is evidence of the existence of toxic substances in the soil and water.<\/p>\n<p>When creating a <strong>base soil report<\/strong>, we must include the following chapters:<\/p>\n<ul>\n<li><strong>Identification of the substances\u00a0<\/strong>produced with the new activity and the danger and toxicity for the environment.<\/li>\n<li><strong>Analysis of the danger <\/strong>of the handling of those substances. It is necessary to do a qualitative study of the risk level associated to the manipulation and transport of those substances.<\/li>\n<li>Complete history of the <strong>past uses<\/strong> of the land. It would be necessary to document any previous spills, environmental accidents and industrial uses.<\/li>\n<li>Determination of the <strong>consequences for the soil<\/strong> and subsoil of possible spills of the new activity.<\/li>\n<\/ul>\n<p>Inspection of the <strong>environmental quality<\/strong> of the subsoil at the previous moment to identify possible consequences of the new activity. The different public administrations are developing contaminated soil catalogs to adopt the necessary preventive measures and plan their possible recovery.<\/p>\n<p>Therefore, the <strong>base soil report<\/strong> responds to the new philosophy that any industrial activity must leave the land at least in the same environmental state that found it. The idea is to stop the increase in the presence of contaminants and decontaminate as much as possible.<\/p>\n<p>There are many activities that pollute the soil and are subject to this obligation to investigate the situation of the soil before the start of a new activity. <strong>Agricultural, mining, industrial or urban waste<\/strong> activities contaminate soil and water. <strong>Chemical or radioactive wastes<\/strong> are the most dangerous because they alter the natural composition of the soil and pollute the water.<\/p>\n<p>The <strong>base soil report<\/strong> also represents a static portrait to be able to establish l<strong>egal responsibilities<\/strong>.
